The Violation: Our Los Angeles Police Department Commander, Val Pannicia had a lot of work to do to bring his yard back to life. The problems included a birch tree that was planted too close to the pavement and was dying from a bore infestation, faulty sprinklers, dead plants, a hedge in failing health, patchy lawn and no garden design. Boy, was the Commander surprised when the Garden Police showed up in uniform and knocked on his door! The first thing he asked was if we had a search warrant! We answered that we didn't need one and then cited him and his family for "misleading outer appearances."
