The Violation: The Hogan family was busted by the Garden Police for being the last house in the neighborhood to landscape their yard and for keeping it in deplorable condition. Did they think they would escape Shirley and Michael's watchful eye? Homeowner Sylvia Hogan answered the door and was joined by sons, Zach and Thomas  when the Garden Police came calling, but the man of the house, Chuck,  was "M.I.A." (missing in action).  The violations included: failure to care for lawn properly, failure to provide privacy  in the entry area where they liked to sit, failure to plant correctly, dead plants,  no design focal point, and reckless use of a yard as a trash can and toy chest!
